Depending on how your preferences are set, the feed is meant to be viewed (from within Premiere) as an analog feed, and the Premiere monitor will not generate the same frame rate at the same time on the Premiere monitor, but will fed to external analog.
Maybe that has to do with your problem, but since you haven't been viewing the feed on a TV or analog monitor, we don't know, do we?
