My initial question is-- is it dark on BOTH the computer monitor and attached video device? Because of the differences in the way these two types of monitors display images, what looks very dark on a computer monitor may look normal on a television.
As far as the brightness-- there's a shadows/highlights effect, and I think perhaps a brightness/contrast effect. (I can't remember which is in which version of Premiere Pro/Premiere 6.x.) The color correction effects do include some white balancing options, as well as contrast settings that help brighten or darken a scene. (Although the result is the same as the shadows/highlights effect.) Keep in mind-- color correction should never be attempted without an attached video monitor.
