I use the Levels effect regularly for boosting contrast and -- at the
same time -- lightening underexposed underwater footage. You get a
histogram to play around with and slider controls that let you adjust
your image contrast and overall brightness. Give it a shot to see how
it works. It's in earlier versions of Premiere as well as the latest
Pro versions.
