dkmcp answer: You could save single frame and stretch it out 5 seconds.

Taky Cheung answer: Right click on the clip and select "frame hold"
:Frame hold lasts for the entire video, not just 5 seconds.
Egils Kviesis answer: You should use Black video Open File/ New/ Black
video
:There is open project, but no "open file"
:Black videos, according to the instructions are clips of opaque black
video for use anywhere in a sequence. I am interested in a 5 second
frozen frame.
