Oh, sorry--the first post said something about black video as one of the 
options.

Anyway, to get a frame and hold it, you pick out which frame you want and put 
the CTI (Current Time Indicator) over it.  Then go to FILE > EXPORT> FRAME.  
You can name the file, and choose where you will save it.  Also, in that 
dialogue box, you can go to settings, and choose video, then pick your aspect 
ratio, etc., and whether you want to save it as a BMP, GIF, Targa, or TIFF.  If 
you have checked "add to project", it will be in your project window when 
you're through. Then drag it to the timeline where you want it.  You'll 
probably have to resize it to match the video.

  IIRC, if you take a still image and drop it onto the
  timeline, by default it's held for 5 seconds. (The
  time can be changed.)

  So what he needs to know, with instructions specific
  to the AP version he's using, is how to take a frame
  of video, save it as a still image, then add it to the timeline.
