All the lines in NTSC and PAL are 'video' lines, but the ones in the blanking
interval are not supposed to be displayed. CRT televisions are designed to
'overscan', they run some of the lines off the screen top and bottom and the
ends off the sides to hide any fuzziness or other problems.
Many analog video capture devices grab the entire visible portion of the
signal, which may include a line or two of the blanking interval.
Google blanking interval information for info on what the white dots you see in
those lines are for.
