I don't think so.
I did a quick test.

I imported two video clips with stereo sound.
Deleted the sound and ALL other stereo tracks.
Created two mono tracks.
Imported two different mono sounds and placed them on the mono tracks.
Exported in Premiere as MPEG2-DVD with sound settings put to "stereo".

Imported the new clip into Encore and built an image.

NO PROBLEM!
