I'm presuming it's encore, however now I realize that the error message is in Premiere since there was a warning icon (Yellow triangle with exclamation point) on the bottom right of the screen. When I clicked on the icon, it contained the same error message.

Are you sure it is an Encore error message? Have you tried exporting an mpeg2 file from Premiere and importing that to Encore?
