Sadly, I believe this may be true.  I would be far from surprised to
find that the PHBs actually believe ("Bought Software" == "Reliable
Software") [and, of course, that would return true in perl, but that's
just an accident of implementation... :-].

Unfortunately, I don't know that this is a perception that can be
fought, because they're not *actually* concerned with reliability, but
with having someone they can call in to be responsible when things go
wrong.

I think the advocacy war will have to be fought on different fronts.
