I think we have to separate two things.
1. Quality of art education (professional skills), except limited exposure to
modern movements in the USSR schools,  was always good in Russia, USSR,
Germany, 3/4 of 20TH c. in the USA.
2.How those skills were used or misused by totalitarians in Europe or
aggressive banality in the free and 'wild west'.
Solid professional skills, where ever they received, could blossom when get on
good ground. Incompetence will eventually fail even in the land of
opportunities.
