Red Voltmeter lead on -  Black Voltmeter lead on Ground Lug.  

Meter reports -48v

  The 820 has continuity between the + DC power terminal and the ground lug.

    yes but if the psu has a case ground and the 820 has a case ground and the 
two have a ground path, you will short.
