I’ll have to check, but I’m about 80% sure I’ve powered a PTP820 via a 
GIGE-APC-POE using a 48 VDC power supply that had the negative side grounded.

 

I don’t think I’ve ever used-48VDC except for some WiMAX gear and Trango 
ApexPlus.

You would want to do more than an ohmmeter test.  

 

Power it up and see if you get –48 between the ground lug and the – leg.

The 820 has continuity between the + DC power terminal and the ground lug.

yes but if the psu has a case ground and the 820 has a case ground and the two 
have a ground path, you will short.
