In this area, anyone digging is required to hire a "USA" (I call them Underground Service Alert, but I'm not sure of the actual acronym) crew to mark any underground facilities/plant. They paint lines and circles in different colors and mark them with the "USA". The USA service is low fee, and may be free in some circumstances.

Not sure if same crew but they cut into water lines in Fabens, which is just 6 miles west of Fabens...
The Fabens water guys brought in their heavy equipment and blocked them from leaving...sheriff department got involved..
I thought all you fiber dudes have to get permits and access maps to avoid crap like this...
