I wonder how USIC would define private line. Privately held company? Irrigation lines are sometimes in the database. I have never heard of an underground locate service refusing to accept anyone willing to become a member and pay dues.
I generally locate my own. I set USIC up to do a small remote community that they were already doing locates in. That was a money saver for us. Sounds like the city you are dealing with is pretty reasonable.
