22-23 volts I think is the bottom of the adjustment range on the TSP power supply. At least you know the remote cable is working because the BCM can shut down the power supply. Try disconnecting the remote cable and adjust the pot on the power supply up to 27.6 volts. Power off, then reconnect the remote cable and power back up.

It was quite a while ago, but I think that's the same problem I had on the BCM48. If the PS is turned all the way down, it sorta acts like a limiter, so the BCM can't say "hey, I need all your volts!"
