That would be ideal but the output voltage is a bit high and the current too 
low.

Ubiquiti makes or used to make a device that did that.  The indoor version that 
looked like an elongated coupler, and an outdoor version that was a plug on a 
pigtail with a jack on the other end.  They are about $20 for either one.

They are converting from 48v 802.3af to 12V passive PoE on the spare pairs.  
Are you looking at the same application, or something else?

      We have used these to power radios off batteries for installers.  They 
are adjustable - we set them 48v out on 16.2v battery packs.

      Looking for the smallest cheapest 12 volt to 48 volt unit that will do 20 
watts.  

      Digi-Key has some but they are not cheap.  Looking for something in the 
$20 range.
