Most relay racks / two post racks from US sources (Hammond, Middle Atlantic, Chatsworth) which don't use nuts seem to ship with 10-32 US threaded holes. All of the cage nuts that mount in square holes seem to be M6 as they all come from China/Taiwan.
I am not sure the last time I saw something 12-24 threaded. Then there are the weird 23" heavy gauge steel relay racks used by some old telecom stuff that come untapped, if you want to mount stuff in it you need to bring a tap kit and power drill.
