It's about $100 in materials which I already have and 4 hours of labor.
Just at T&M I feel like I'm way too low, which probably means I should
change how I'm billing it. :)
So how do you arrive at $1500? What's the math?

for installing the cable and then a flat fee per splice. Is there a
justification for charging per splice as opposed to charging for T&M?
Is it to recoup the cost of the splicer perhaps?
