Mike, You have an important concept here, but it is NOT the difference between AI and AGI, unless you wish to proclaim that DrEliza.com is AGI. It is quite possible for really narrow AI (like DrEliza) to solve problems based on just barely enough information.
Hence, requiring full information isn't any sort of intelligence, just poor programming.
