The purpose of an "operating system" in computer science is to provide an interface to electronic hardware. I have not seen any mention of how actual hardware resources are being managed. If it needs to rely on the resource management of an already functioning OS, then it fails as an true operating system.
I agree with Alan that misusing of the term operating system is probably enough for most researchers to dismiss everything else.
