"Operating system" has been used in many different contexts other than the
specific single-machine hardware definition. An operating system can be
considered more abstractly as an environment in which programs execute and
have effects.

In the context of a cognitive system, it is natural to extend the idea of
an operating system to referring to the management of resources, as in
attention, or to the control and coordination of enactive systems with
respect to external domains that they generalize over.

Whatever the case, as long as the term is carefully defined in context,
it's a perfectly reasonable choice of words, IMO.
