Create a new rule titled "Crops" with the text:
{{
Each type of Crop is a currency. Ownership of Crops is restricted to
players. There are ten types of
Crops, represented by the numbers 0 through 9. The Accountor is the
recordkeeper of
Crops.

A player CAN spend a Crop of the corresponding type for each digit
of a number's canonical decimal representation to Mill that number. A
player CANNOT Mill a number if e does not
possess the required Crops to lose. Each time a player Mills a number,
there is a maximum of one result. The player MUST specify the intended
result of their Milling. A Player may not benefit from multiple
results of a single Mill, even if the number Milled would meet
multiple conditions.

For the purposes of Milling, a date is represented as a four digit
number consisting of the current day of the month and the current
month of the year, appending leading zeroes as needed.

During the voting period of an Ordinary proposal, any
Player CAN Mill the ID number of that proposal by announcement.
This has the effect of increasing eir voting limit on that Proposal by two.
This action may be performed multiple times by the same Player for the
same Proposal. This takes precedence over R2156 for determining a
player's voting limit on a proposal.

During the voting period of a Democratic proposal,
any Player CAN once Mill the ID number of that proposal by
announcement to gain 3 points.

Within one week after an interested proposal is adopted, any player
CAN Mill the ID number of that proposal to gain X red marks, where X
is equal to the number of times any player has previously gained marks
in this way on that proposal plus one.

Within one week after an interested proposal is adopted with no valid
votes AGAINST it, any player CAN Mill the ID number of that proposal
by announcement to gain X orange marks, where X is equal to the number
of times any player has previously gained marks in this way on that
proposal plus one.

Within one week after judgment has been assigned to a question in an
inquiry case, any player CAN Mill the ID number of that CFJ by
announcement to gain X blue marks, where X is equal to the number of
times any player has previously gained marks in this way on that CFJ
plus one.

Within one week after judgment has been assigned to a question on
sentencing, any player CAN Mill the ID number of that CFJ by
announcement to gain X black marks, where X is equal to the number of
times any player has previously gained marks in this way on that CFJ
plus one.

Within one week after an officer has published an official report, any
player CAN Mill the date of that report by announcement to gain X
green marks, where X is equal to the number of times any player has
previously gained marks in this way on that report plus one.

If it is currently a holiday, any player CAN Mill the date to gain X
magenta marks, where X is equal to the number of times any player has
previously gained marks in this way on that date in the same year plus
one.

Within one week after a person has registered for the first time, any
player CAN Mill the date of that player's registration by announcement
to gain X white marks, where X is equal to the number of times any
player has previously gained marks in this way from the same player's
registration plus one.

Within one week after a new rule is added to the ruleset, any Player CAN
Mill the ID number of that rule by announcement to create a new land
of eir choice in eir possession.

Within one week after a rule is repealed from the ruleset, any Player
CAN Mill the ID number of that rule by announcement to destroy a land
of eir choice.

Within one week after any player wins the game by accumulating a
sufficient quantity of points, any player CAN Mill the date of that
win by announcement to gain X yellow marks, where X is equal to the
number of times any player has previously gained marks in this way
from that win plus one.

A player CAN Mill the number 1234567890 to increase eir VVLOP by 1.

Create a new rule titled "Land" with the text:
{{
Land is a class of non-fungible assets. Ownership of land is
restricted to players. Each land
possesses a name. The owner of a land MAY change its name by
announcement. The Accountor is the recordkeeper of Land, is
responsible for determining all random values associated with Land,
and tracks the state of all switches associated with Land.

A Digit Ranch is a type of land. Seed is a Digit Ranch switch with a
range of the integers from 0 to 9 inclusive. The Seed of a Digit Ranch
is flipped to a random value upon its creation, and thereafter CAN NOT
be changed. At the beginning of each week, each Digit Ranch creates
one Crop of the type corresponding to its Seed in the ownership of its
owner.

A Granary is a type of land. Operator is a Granary switch with
values of + (addition), - (subtraction), * (multiplication) and /
(division). The Operator of a Granary is flipped to a random value
upon its creation, and thereafter CAN NOT be changed. A player may
destroy two Crops e owns and specify a Granary e owns which is not In
Production by announcement. E then forms a mathematical expression
using the values of those two
crops and the value of the Granary's Operator exactly once each, and e evaluates
the expression modulo 10, rounded to the nearest integer. If the
result is a number, e gains one Crop
of the corresponding type. That Granary is then In Production.

At the beginning of each week, each Granary which is In Production
ceases to be so.
}}

Append to R2126 in the list of ways VCs may be spent:
{{
f) A player CAN spend N VCs of any color to create a land of eir choice in eir
possession, where N is equal to the number of lands e owns.
}}

Amend R2176 by removing the section beginning with "Marks are gained
and lost as follows:" and all sub-paragraphs. Also, remove the
paragraph that reads:
{{
Only valid, unretracted votes count toward the conditions for
      gaining and losing Red Marks.
}}
}
