I don't like this.  Since the CotC normally assigns a judge at the
same time e publishes the CFJ, the milling action wouldn't normally
affect the assignment for that CFJ.  I also dislike manipulation of
the rotation system to begin with.

Where is the logic in milling the id of a new rule to destroy a land?
If nothing else, I would prefer to have get the option when a rule is
repealed rather than created.

It might be interesting to cast lands as locations from my recent proto.

The metaphor feels a bit forced; granaries are traditionally used to
store grain, not to process it.

If P5336 passes, the office of Accountor will be referenced but not
defined, so why not use that instead?
