None of these currently meet Rule 2162's definition of switch; their
default values and recordkeepors are not specified.

Also, I don't think that Labor should be a switch.  Its purpose can
easily be accomplished with a timing requirement on the crop
combination action, and its value is too unstable to be worth
reporting.
