Invest more $ is a variety of things, study leave, adequate holidays and covered leave. Professional development is so important to staff, it does not have to be days off, it can be access to the internet, so staff can access books on line, articles, subscriptions to journals and network with both local and overseas peers.
As a manager, I am a general managers nightmare, and I have no qualms about being like that.
Staff are the only thing that appreciate in value, everything else has a depreciation factor. If the health services want a good quality service, at the right price, with no ministerials and a happy community, we can provide that.
It does not come with the tooth fairy.
If I do not get the above, well ministerials look pretty sure place, as we will not be able to provide the top service.
If you do not give me the budget to look after staff, I will find it, by using activity based costings, the ABC I talk about in my paper presentations, I know what each service costs to provide.
Hence, when my budget is cut % wise, look whats politically hot, and then go to the GM and say, I need $ for staff retention, recruitment , development and to obtain this I am cutting certain services.
Being just over 5' I can duck and let the poop go over my head, but I stand firm.
Perhaps we need stronger managers or someone to fight the battle, but unless we stand up for ourselves, make a determined, logical and documented approach, some health services will never be educated in attraction and retention of staff. I do not often use the word recruitment of staff, as this is often easy, I use the terms attraction and retention, far more important.
Perhaps we need some workshops at the conferences on how to handle difficult /recalcitrant GM's, or just forums to share ideas that have worked.
