You're right. It's not a pesticide. It's soap.

No "therefore". It's not a pesticide. Just like water is not a pesticide. You
can wash off bugs with the hose. You can go out and squish them with your
fingers, and that doesn't make you a pesticide. You can introduce beneficial
insects into your garden, and they're not a pesticide.
