I've done a few CMS implementations over the years. My current favorite is Joomla. I found Drupal to be overly complex without a compelling advantages. The commercial CMS tools I've worked with were very frustrating indeed.
The one company I know that specializes in CMS and works with non-profits is based in the DC area. But they have the advantage of being great people.
