I think that Wordpress might work, but it would take a lot of customization,
but I don't know Wordpress enough to know its limits.

The content on the site is highly inter-related and the site structure is a
non-trivial graph. This is one of the reasons why the current design is a
mess - there are dozens (and dozens) of join tables for many-to-many
relationships, and then custom code per page to pull the data out. It's the
kind of system that you spend a day just figuring out how the thing works.
