Greg, the ALTO working group has been chartered to standardize a
protocol for carrying information related to the physical network, and
that has really nothing to do with the pieces of content some
applications running on top of such a network may or may not decide to
exchange. Not for some philosophical reasons, but just because
separation of very different problems -- like network proximity and
content legality enforcement are -- is generally considered essential
from an engineering point of view. This of course does not mean that
there is no room in the IETF for working on content issues, but I really
don't see how the ALTO WG could the venue for that.
