I received the following from Keith Packard; and it fixed my Win 7 Pro
problem with Altus Metrum:
I've stuck a preliminary 1.4.2 version up on my site if you want to try
that; it has some hacks to try and work around Windows Java install issues,
and lets you skip that if we can't figure out what's going on.

Small suggestion;
You might consider dual-booting the machine with linux as a second operating
system. The altus products are written on linux machines.

and have disabled that then I tried 1.4.1. The problem I'm having is
shortly telling me about needing to install Java I get an error saying it
can't load NSISdl.dll, pointing to a temp directory. Any ideas?
