I would say, go with option 2 if you want to avoid complexity.
The vtapes won't all use up the full defined size if the actual daily
dump needs less space. So why not specify that a bit larger than the
expected lev0/FULL-run and see how that works out?
AFAIK option 1 is not possible with current Amanda-strategies (at least
not easily or without other complexities involved). But maybe I am wrong
here ...
