I agree with you if there is no "TO" command in the
configuration file.

When I specify "TO" in a config file (or an argument), I assume
all requests are recorded in the logfile.  If no request is
recorded in the logfile, there was no request. This is a
different assumption. In this case, I (maybe not only I) want to
get an average as "#_of_request/time_period".  Or "rate * unit"
(=((4-1)/12) * 24) = 6 requests per day) with the same logic you
explained to me.

Do you not think so?
