Sweden (.se) is an example of a mixed 3- and 2-level ccTLD. I'm unsure
about the statistics for the use of the three or two levels, but it's
unfortunate if the domain detection cannot be made accurate. I can
provide a list of the .se semi-domains that indicate a 3-level domain
names if that could be useful.
