Thanks.   As for the second question.  If I update files to the anonymous
FTP area then go to ftp site and try to read them, is the analog picking
this up?

If you enable DNS lookups, then a resolved host isn't called
128.183.190.* any more, so it won't be excluded by HOSTEXCLUDE
128.183.190.*

You must exclude the resolved name.
