Nope. There was an experiment that someone ran over on the Android Market "Help" Forum a while ago (can't find it now unfortunately). He repeatedly flagged a spam app as inappropriate for some time and encouraged others to do so as well. He updated the thread every few days. By the end the number of spam apps from that same developer had actually increased.
