The multiple APK thing does seem to work. Our popular app "Radar Now!" has two APK's available, one for API 7- for the 1.5 to 2.1-update1 users, and the other for API 8+ 2.2+ users. I can't test it myself as I don't have an older device but I see from our database that around 3,000 people have downloaded the 7- version of the APK.
The restriction is that the lower API version app has to have a version_code lower than the higher API version. Both are "active" APK's. Of course, the frustratingly silly part of this is the description and screen shots are all for a single APK. You can't have multiple descriptions and screen shots. Who ever decided that really didn't think it through carefully. To the users, it's a mess, especially the older device ones. They don't know if they got the right APK because it doesn't match the capabilities of the description nor the images of the screenshots.
