The multiple APK thing does seem to work. Our popular app "Radar Now!" has 
two APK's available, one for API 7- for the 1.5 to 2.1-update1 users,  and 
the other for API 8+ 2.2+ users. I can't test it myself as I don't have an 
older device but I see from our database that around 3,000 people have 
downloaded the 7- version of the APK.

The restriction is that the lower API version app has to have a 
version_code lower than the higher API version. Both are "active" APK's.

Of course, the frustratingly silly part of this is the description and 
screen shots are all for a single APK. You can't have multiple descriptions 
and screen shots. Who ever decided that really didn't think it through 
carefully. To the users, it's a mess, especially the older device ones. 
They don't know if they got the right APK because it doesn't match the 
capabilities of the description nor the images of the screenshots. Keep 
that in mind.
