I agree it would be great to have the user give more feedback on refunds: I guess it needs to be balanced with the ease of use, and I hope that appropriate folks in the Android team are looking at improving it. If you have concrete suggestions, you should consider posting them on this forum or file a bug.
As a workaround, you can send an email to the customer through Google Checkout's Order Details page asking for an explanation. I know it is a lot of work if you have too many of them, but it is an option.
