You should not be paying the $10. You're out of the $3 (plus the 0.99 for your app), but you should not be paying the extra $10 (10.99).
I would not send a message back to Robert, but to the team. I don't know where, but find the place where you can log an official complaint, 'cause what happens here to you is not right.
