This is a tough situation. Looks like we'll just use Themes. Then the
details of those Themes are translated by the specific phones which
would make them look a bit different on each phone. In Android.R.Style
there's just Light, Black, Dialog, Translucent. (For the Widgets,
consistency can just be solved by Best Practices.)

The most important part of Look and Feel probably comes from the
specific phone. Black vs. white, child's phone vs. elderly person's
phone, etc. So the variables here are the Theme itself, the phone's
interpretation of that Theme and the customization of the developer
for that theme (which should be minimal I guess).

But how do you know how much is Too Much customization?
