His entire piece is built around the fact that three out of the 50 ADC winners didn't all use the same way of rendering tab-style toggled displays. Those applications were written with a constantly-shifting SDK, some releases of which didn't have a functioning tab control. Hence, it's not terribly shocking that some chose different approaches to handling tabs.
