The guys from google have already stated that they want developers to test on real hardware before deploying apps. I don't know if the shipping costs have changed since the 8th, but given some of the complaints here I hope that something is being done about some of the charges. Not everyone has paid the $25 and my point is why should new developers looking to start development on Android (or just evaluate the platform) pay $25 just to get a shipping quote for the hardware?
