We're not talking about a democracy here, we're talking about voices 
from people who need to be given the tools and support needed to write 
and release great apps which will make the platform a success. Hiding a 
$100+ shipping quote behind a $25 registration fee isn't going to 
inspire confidence that developers are going to be helped to develop 
code which will ultimately make Android more popular.
