To my understanding, a floating event (FE) is a to-do item, but with a
due date that's either 1) today, or 2) on a future date, unless it's
been completed (whereas the date will be the date it's marked
completed).

1) If today's FEs is not completed by the end of the day, their due
dates will be automatically moved to tomorrow (due date+1).

2) A completed FE's due date shall not be changed (by the program).

3) A FE with future due date will not be touched (by the program)
until its due date reaches today, whereas it shall follow the rule no.
1

4) If a FE is created with a due date in the past (and un-completed),
its due date shall be brought forward immediately to today.

I learnt of FE from the Palm/Treo's program DateBk. It's available in
some other calendar applications, but not in Outlook and neither
Google Calendar as far as I can tell.

With DateBk, you can create repeating FE as well.

You may like to check out pp.85-86 of DateBk6's manual for a more
detailed explanation and a comparison table between FE and todo.
