I agree that there are bad apps out there, but "damaging" implies it will do
harm to more than Android's reputation.  (FWIW I also had issues with
locale, although I didn't show the systemic problems others saw - I just had
it starting up and chewing up a ton of resources occasionally, then bailing,
even though it was flagged as disabled.)  It is annoying, and a fairly large
bug in the app, but by that same token 'camera' is a much more damaging
application..
