You can make folders already: long press on the desktop, then select
Shortcut -> Folder. Drag app icons out of the app menu and onto the
folder icon. When the folder is open, long press on its title bar to
rename it.

That might eliminate your desire for more than 3 virtual desktops. I
have my G1 set up with one desktop for "entertainment stuff" (music,
youtube, last.fm, and a games folder), one for "normal cell phone
stuff" (dialer, contacts, messaging, and a PDA folder for calculator,
calendar, alarm, etc.), and one for "internet stuff" (gmail, browser,
maps, SSH, IM, wiki, myspace, market).
