FWIW, here, in Bulgaria, virtually anybody can get a Visa "credit" card, which is really a debit card (i.e. it's backed by your money) and is accepted all over the world. I haven't tried it with Google Checkout but have bought what not from quite a lot from US and UK websites. AFAIK all my friends have such cards for the very reason of buying online.
