Without wishing to sound uncaring: get over it. It's simply a cost of
doing business. Imagine you own a convenience store and one day you
see a kid run out with a handful of candy. It happens. It's not the
police's fault for failing to prevent it, even though they
theoretically could by guarding your store 24 hours a day for you.
That simply wouldn't be financially feasible, and neither would
chasing after customers for fraudulent (or merely idiotic) chargebacks
on small amounts. If you feel like you need to increase the price of
your product in order to pass on the cost then do it.

There is no need for theoretical fears when we have two months of
evidence already. If chargebacks were going to be a big problem for
the Market then they would have been already. So far, I've heard about
two.

It's not a fine, and you're not being punished; it's merely recovering
some of the cost of the administration of the chargeback. Banks and
payment processors don't like chargebacks any more than you do and I'd
be amazed if $3 covers the total administration cost that a chargeback
causes. I expect that the bank and Google are taking a hit as well.

Be annoyed at the customer (or whoever who stole their card details,
if that's what happened). But in the end, it's $3 we're talking about,
so don't be too annoyed. ;-)
