A cynic would suggest that Google actually refund the money normally,
respond to the chargeback request by saying "already refunded", and charge
$3 to the developer as an admin fee.
 
But hey, how many of us a cynics?

 It could be that the chargeback fee is much lower ($3 vs $10 standard) due
to cutting out this option, which bumps the costs. Would developers be
willing to pay an additional $7 for the option to dispute?
