Right but unless I missread the first round of apps is chosen only by the
popular vote. That is actually quite good. Whatever the judges choose on second
round it will still be very close to the popular vote.

55% of the vote is google judges (and the voting is handled by them too) so,
realistically, they don't have to listen to the popular vote. "Google judges"
could be 2 guys in each category..

I wonder if it means that google is not betting as strongly on Android as when
it first came out. Given how bad sales have been in general why would they also
decrease the prize money?
Somewhat of a let down.

On another note, the fact that users will choose the top apps means that the
wining apps will reflect what the overall market thinks.. This is definitely
better than than ADC1.

More interesting is the fact that the total sum of awards is much
lower than for ADC 1:

ADC 1: total 5,000,000 $
ADC 2: total 1,975,000 $

If I remember correctly, initially Google was talking about 2 times 5
million dollars.. so where are the remaining 3,025,000 $ ? Does it
mean there will be ADC 3?

Also, note that by the new rules all open source projects are excluded

(at the time of judging) is ineligible")

Also interesting is that you can only submit unpublished apss and you can not
publish them before judging.

I can see a number of people focusing on ADC development and the stream of apps
entering the market suddenly dropping :(.
