I'm not really sure what the point of ADC II is. There are already 5K applications in the market, so what does Google hope to gain? Doing the same thing as ADC I isn't all that exciting or news worthy. If there were some types of apps that were underdeveloped (like socially responsible apps) and they were trying to kick start development on those, it would make sense; but this looks like ADC I, with tweaks, some good (categories), some not (only private, unreleased apps).
I can understand leveling the playing field with not allowing mature, already published apps to participate, but not being able to release your app and get public feedback (or even to release into open-source) makes it kind of boring.
